On April 16, 2026, the General Administration of Customs of the People's Republic of China (GAC) issued Announcement No. 44 of 2026, officially clarifying the inspection and quarantine requirements for Romanian dairy products exported to China. This serves as the critical market access basis for Romanian dairy enterprises aiming to explore the Chinese market.
According to the announcement, a wide range of dairy products are permitted for import. These products, processed with cow milk, sheep milk and goat milk as raw materials, cover pasteurized milk, sterilized milk, fermented milk, cheese, milk powder, whey powder, dairy-based infant formula food, and more. The core requirement is as follows: production enterprises exporting to China must complete their registration in China; products from unregistered enterprises are prohibited from being exported to China.
On the raw material side, dairy farms supplying raw milk must ensure that their livestock are free from diseases of concern to Chinese authorities, including foot-and-mouth disease, bovine tuberculosis, and peste des petits ruminants, and that the animals have not been fed prohibited feed. In the processing stage, products must meet specific thermal processing standards (such as Ultra-high Temperature (UHT) sterilization at 132℃ for at least 1 second) to ensure food safety.
In addition, each shipment must be accompanied by an official veterinary health certificate issued by the Romanian authorities. The packaging must use brand-new materials, and the outer packaging must be clearly marked in both Chinese and English with key information including product name, place of origin, registration number in China, and production date. Throughout the entire transportation process, hygiene must be maintained, and effective seals must be applied to the goods. Only Romanian dairy products that meet all the above conditions can access an efficient and stable export channel to China.
